So I managed to figure out the terrible results coming out of my delta lately. Turns out that the Creality brand PLA only really looks good printed at Ender 3 speeds with a 0.4mm nozzle. 0.6-1.0mm nozzles at any kind of speed have it coming out horribly.
Last time I use matte PLA
